So is rickybobby a scammer or what?

The vendor has 3 transactions from 2 months ago (all for Demonoid or Google+ invites and all for a nickel each). So he's "sold" 15 cents worth of goods and is now listing a pound of drugs (cannabis, in the wrong category) for $5311.50 (which happens to be the exact same price as LTTM's CUSTOM ILLADELPH QUAD CONDENSER BONG).
I don't know if the SR rickybobby is the same person as the rickybobby on the forums, but this vendor looks really fishy to me.
And did vendor accounts even cost money 7 months ago (when rickybobby joined)?
I apologize if this vendor is legit, but I've read other threads where people have said it's possible for scammers to build up their feedback with cheap digital goods, and this just looks really suspicious to me. I think other people have suggested capping the value of goods a vendor can sell based on past transactions.

I dont think 3 feedbacks is building up your feedback using cheap digital goods lol. No one would buy based on JUST 3 feedbacks. I have noticed ricky and hes been around for awhile without making many sales. It doesnt seem like hes a scammer but it doesnt seem like anyone trusts him enough to purchase from him either. Only time will tell.

Well people buy from new vendors with 0 feedback all the time.
Maybe it would be a good idea to limit new vendors to only selling goods priced well below the cost of a seller account (or double the cost of a seller account).
If a scammer vendor can sell only 15 cents worth of goods and then list products that cost over $5,000, it only takes one victim for the scammer to be up $2,500 or more (minus the $150 seller account fee).
