So I used these directions that were given by another user
1- copy and paste the vendor gpg in a text file and save it like .asc file
2- click import certificate or ctrl+i and import the file you have saved
3- save your addres on a text file, if you running a linux distro save it in a .txt file however because i don't know if a linux text file is readble on windows or mac
4- click on file / sign and encrypt file on the upper bar
5- find your file, choose sign and encrypt, and text output (ASCII armour) below, then click on next button
6- add your pgp and the vendor pgp
7- click on sign and encrypt
8- open your new file and copy all the mix of confused letter that there are in the file and paste it into the address space

However, when I go to open the new file (last step) my computer says it can't open it and suggests to pick a program that can open it but they all cost money. any advice? What is the best program to use to open the encrypted file?

Nevermind! dumbass here finally figured it out, thanks guys :P
