Hi,
I want to check tracking and curious if it's safe to do using a vpn that doesn't keep records. Server would be in the country of origin too. I'm not sure if TOR would bring too much attention but a VPN would appear "normal"

I use a VPN, Tor, and sometimes an internet based free proxy that you don't have to register for too but I'm paranoid... When I check my IP/location using various free websites they always come back with different locations and operating systems- none of them ever detect a proxy or Tor in any way. I always wonder about the VPN tho- there's a lot of debate as to whether any of them really keep no records- I suspect they all do even if they say they don't. Most that claim they don't keep records still have TOU's which doesn't really make sense if they didn't keep records how would they know if anyone violated them? I don't trust them...

I would not check tracking using TOR or anything that is connectable to your IP. It is best to just not check tracking until necessary.
