I want to delete my full HDD with DBAN, install new Windows 7 and after that I want to secure my HDD with Truecrypt.
I've read a good guideline how to setup Truecrypt for the complete volume, but I can't find it. Does someone have a good guideline for it?

If you just install it when you go through the steps to do it then it's really obvious.

Oke that sounds not good.
I delete my HDD with DBAN install Windows new and then make a USB with TAILS? Is that an alternative?

Incorrect. Taken from TrueCrypt's FAQ page:
Can data be read from and written to an encrypted volume/drive as fast as if the drive was not encrypted?
Yes, since TrueCrypt uses pipelining and parallelization. For more information, please see the chapters Pipelining and Parallelization in the documentation.
OP make sure you have a blank CD or DVD handy when you're encrypting your entire HDD. Truecrypt forces you to create a rescue disk when you encrypt your entire HD, and it won't let you continue until it verifies that the disk has successfully been burned. Of course, I'd destroy this disk as soon as TrueCrypt has verified it, since it can be used to remove encryption in case you forget your password.
