Do you have to fill out a customs form for USPS international shipping under a couple ounces?

For anything that isn't documents yes
If it's a regular envelope no, if it's a package looking thing, or a bulky envelope then yes or else they will open

Thank you for the info.
The package was mailed in a post office and the clerk asked if "I would like to post it as a letter" if so, no customs form is needed. Does this mean it will pass as a letter, or were they just giving me an option?
Also, If the envelope was a little bulky, would it be opened in the sending country or receiving country?

You don't need to deal with a postal clerk if you package it so as to appear to be documents. If it will pass off as a parcel carrying documents of no value...and weighs under 13 oz..ship it First Class Int'l .affix stamps for postage and drop it off in a usps drop box. No Customs declarations required.
