UTC is a real but  fictional made up time, the concept was created by radicals to F*ck with governments & ignorance.

UTC time is 47.5 mins between British time and Scandinavian time and the concept was created on  the internet back in 1907 during the 1st second world war.

edit - SR marketplace UTC time does appear to be out by 29mins or so
