 :(what is to keep some law or dea from putting a tracking dvice in a shipment to one us the carties in mexico do it all the time

Couldn't they just look at the address on the package to work out where it was getting shipped to?

Right... no need for an active tracking device. They could, however, identify packaging with a spray or marker that wouldn't be visible without an enzyme or activation compound (baking powder, baking soda, ammonia, etc...)... kind of like checking if a $20 bill is legit. Or a litmus test. You guys know what litmus paper is, right?

Yeah, there are millions of ways to track a package for legal prosecution. However, if you don't create a threat to public safety, other than addiction (which is treatable), and don't drain the economy through crime and mayhem, then SR could be a permanent fact of American society.

The only thing that could destroy SR is legalization. After legalization, there can be government certified and controlled substances... or at least, drugs that have passed some sort of FDA certification. No, that's probably too far fetched. Just use the SR and stay out of trouble.
