Its relatively simple when you think about it rationally without bias.
SR sells accounts that have a monetary value.
SR has absolutely no idea who is buying them or their motives.
That is no different than you or me selling a seller account.

SR has absolutely no idea who is buying them or their motives.
That is no different than you or me selling a seller account.
Sure, anyone can buy a seller account. The problem with buying the accounts secondhand is that there's no way for us to know someone's taken over someone else's account...which makes it really easy for the new owner to start scamming people without having to even pretend to be legit for a while.

This is what the escrow system is for.

You should buy your OWN seller account. Otherwise, it will be confusing for previous and current clients. I also don't like the idea of seller second hand seller accounts as LE could always use this tactic.
