Title: help with fentanyl HCl powder?

I'm looking for advice to make sure I would be doing this right:

I have experience crushing/diluting different drugs for IV administration, so I'm not looking for advice on that, or warnings against it. I am very aware of all of them. I am also not looking for dosage suggestions, as I am aware of my tolerances. I am just looking to make sure my conversion is correct.

So: Fentanyl is dosed in MICROGRAMS(mcg), as opposed to MILLIGRAMS(mg), this is not a question.
I have 20mg of FENTANYL HCl powder. I want to add water to this to use it IV.

Am I correct IF:
20mg *1000 (mcg per mg) = 20,000mcg
I know this is a tiny amount of powder, so I need to dilute it significantly in order to be able to administer safe dosages, ie 25-100mcg.
If I dilute this amount of fentanyl in 100ml of water, I will have 200mcg/ml. (MATH: 20000mcg / 100ml = 200mcg/ml)  YES?

The more important question is a matter of FENTANYL HCl vs FENTANYL CITRATE.  I am familiar with the FC, as this is what they administer in hospitals. I am not familiar with FH. Am I doing the conversion right, or is there some factor I am overlooking? Would 100mcg of a 200mcg/ml concentration of FH be the same as a 100mcg dose of FC?

I hope someone can answer this, because I don't want to dilute it and fuck it all up if I have this wrong.
