If part of your computer security relies on hiding encrypted drives inside other hidden drives, then this little tip is for you:
Fill your first layer with highly compromising photos and videos of yourself. I'm talking depraved and disgusting, but totally legal, self-porn. The more humiliating the better.
If you're ever forced, by contempt of court charges, to give up your password, this one is a real show stopper. It's the perfect explanation for making a big fuss about not giving up your password, but it also explains why you are using all the security (tor, vpn, pgp) in the first place: You trade/sell naked pics of yourself online and don't want anybody to find out.
If you want to take it a step further, you can also use it to explain bitcoins and why a stranger might send you drugs in the mail without your knowledge: A fellow pervert said they were sending me a gift.
If played right, this bit of misdirection can end with the prosecution as the laughingstock, and you set free with the court's apologies for violating your privacy.

You definitely need something in that outer layer that explains a need for your encryption.
But the chance is that if you're being coerced into giving up your password they already know what you're up to.
Still this adds a great level of deniability so long as you aren't caught with contraband.
