Title: Quick question about ISC-NY!

Does this mean that a package is past customs and being sent to regional sort centers?  I've been reading contradicting shit on here and the clearnet that's starting to confuse me.

No, ISC NY is customs.

The NEXT scan means its out of customs.

yea you can say that again but just because it hit customs does not mean it wont walk away from it so just keep that in mind and every item that come from outside the USA touches US customs one way or the other.
