what stops a vendor from creating numerous buyer accounts to buy from his seller account and send himself bitcoin and leave good reviews ?

Integrity.
This is why you can't always trust the vendor feedback.

They get banned. It's pretty easy for administration to tell when a vendor is doing that unless they have a whole bunch of accounts that have made purchases from many other vendors. Also, if the account making purchases have no stats or the item cost is $0 then it doesn't really add anything to their feedback.

Still some vendors do it sometimes. They create a bunch of 0.01 BTC (or similar) in stealth, buy them then change it to normal with availability set to 0 to give themselves good feedback, but, as Jack said, they are easily discovered by an admin.
Still I think that a feedback system a la Atlantis tied to BTC amount would not be a so bad idea to implement. Above all, however, we need buyers' feedback at this point IMO.

Yes. Why does Atlantis get all of the features that we have been begging for on Silk Road for years? ???
