Sounds like you are looking for a digital PBX. I have some exp with these. I could probably help you, but you have to be more clear on what you are trying to do.

Sounds more then likely he is trying to get around a phone number captcha type of thing. Like posting call girl stuff on Craigs list. They make you give a number and it cant be the same for all your posts ....at least that is how it use to be. I never actually used a PBX for that, but I taught PBX stuff to a buddy in another area of the country, and he used it for this type of thing.
...this guy may just be blowing smoke though, who knows.

do they have software versions of the hardware used in a call center dialer system? You could probably squeeze quite a few callers out of like a 100meg cable connection i bet, the ghettoest call center i ever worked had like 2 t1's lol so there weren't a huge number of voice channels. You could record a wave file to play upon answer. Could probably make a pretty penny using a dialer system like this to pull data on voters, have them press a button corresponding to a thought about a candidate.
