Title: So let me get this straight...

If I had a real life, legal item to ship in a priority flat-rate box or envelope, would I be able to slap a $5.60 stamp on it and drop it in the blue-box? Not necessarily with a tracking bar-code on it.

Yes, this is how you would ship your 'legal items' :) without needing to do anything at the post office.

WRONG!!!!!!!
Only the envelopes are that. You need to add 20 cents to the small flat rate boxes or you will underpay it.
