Title: Curious about how counterfeit drugs make it to market

We occasionally hear reports of substitutions and rarely reports that inert substances have been sent out.

The fact that it's "occasional" makes it better than purchasing on the street.  But, by the same token, my regular dealers back in the day used to test their drugs.  One did a bioassay, usually in our presence, before distributing.  Another took it to chemistry lab for testing.

So the question is, among SR vendors who have sent out counterfeit drugs, how often is it intentional?  How often was it that they got hosed over by their suppliers?  And if it's usually the latter, shouldn't they be testing their drugs before they send them out?  Does one episode of counterfeiting mean that the vendor is untrustworthy?

Where are these chem labs that are cool with constantly testing drugs with no questions asked??  O.o
