Hey, i really appreciate everyones help at finding my way on SR. I really want to do things right here.

100$ order. Reputable seller. Reputable Buyer.
Shipment doesnt arrive.
Do i refund or what would the protocol be for this kind of situation?

Give us more details...how long has it been so far? whats the location of the buyer? (country)

Use the resolution centre and find common ground to figure out either a time extension or a % refund.
