Title: No Customs Declaration???

Ok, quick question. The USPS states that any piece of mail weighing 16 ounces or less, not containing "dutiable" items, may be shipped internationally with no need for a customs declaration form. My question is, would a small package like a small bubble envelope, that appears to be documents/letter; and requires no customs declaration, be exempt or less likely to be inspected/scrutinized?

Bubble mailers are generally considered to contain more than just paper and they don;'t go through the franking machines that letters go through.
Standard envelopes attract a lot less attention than bubble mailers.
