How do I open a pgp message not a public pgp public key. It says key not found. Does the sender need to add my pubic key to his key or do i need his public key to open this?

you add their key to your ring........if that doesnt work then something is wrong with the code. If their key is correct then it may be yours create a new key and send it to them

What software are you using?
The vendor would need to use your Public key to encrypt a message for you (add your Public key to their key ring/key manager), just as you would need to use their Public Key to encrypt a message for them to open and decrypt.
When a vendor/buyer sends you an encrypted message, you add it to the clipboard (copy/paste it) and click "DECRYPT". You then type in your password (Private key) and if the vendor correctly used your Public key to encrypt it, it will decrypt and be able to be read. :)
