If I'm reading that article correctly the headline is not only hyperbolic but clearly untrue.

It seems that a U.S. Senate committee has approved a bill to provide extra protections to those it considers worthy of being termed 'journalists'. I see nothing in the description of the bill that would reduce the current rights of those who write for 'alternative media', much less 'outlaw' the media they contribute to.
