Is a vendor able to adjust the price of a transaction BEFORE it's finalized?
ie: Buyer pays for express shipping @ +$20, vendor is supposed to ship w/in 24 hours, but fails to do so. Order is marked "in transit" 48 hours or more after placement.
The buyer has a serious and valid gripe. Can the vendor discount the $20 (or more) before the buyer finalizes?

From my experience the price is final once the order is placed. So the answer to your question is: no.
The only option is to cancel the order and place it again with another shipping option.

No , we don't have that sort of control , once the listing is bought the price is fixed . There are various ways to compensate a buyer but that isn't one of them .

Be creative. There are a number of ways to be amicable with a buyer when there might be a price change after an order has been made. Anyone with strong communication skills can find plenty of ways to create a win-win for both parties.
