Title: Is the USA's War on Drugs directly responsible for the amount of gang-violence?

I'm fishing for opinions, here. I haven't personally given it thought, before.

Who are those people being incarnated? Minorities (well, mostly minorities ) in gangs making money off drugs.

Sure there'd still be gangs around prostitution, people trafficking, ransom, and gambling, but from my experience in Australia it was far less lucrative for low level people so you had less gangs (less kids seeing people making $$$ from being in gangs via drugs back then).
