i might need to get a dvd-rw. the only way i knw how to get the new version of tails to work is to burn it on a DVD --> load os --> export to usb drive.
is there another way to install it onto a usb drive from windows?

Install the new version to another disc or usb drive, boot that, and use the tails installer to upgrade your outdated version. Persistant files persist.

You can download new iso image onto another usb stick then use the Tails USB installer under "Tails" in the applications drop box. Can use USB installer to clone your current tails usb to make a copy also..

update as soon as possible no matter if pain in the ass or not. its still new. update. I've never lost anything from my persistant partition not even network logins. good luck

I stopped using Tails because I make my own OpenBSD live cd, and sometimes still use dee.su instead.
Tails has become so absolutely complex and gigantic it defeats it's own purpose.
To answer your question though, I would download the new tails image and then load it up in Virtualbox
Select 'install to USB' after tails loads and it won't overwrite your encrypted persistence. Then reboot into Tails, though you could run it in a VM if you wanted.
