Title: Vendors doesnt have a PGP public key. Just a privnote. Is it too dangerous??

Yeah, so a vendor doesnt have a PGP public key, just a privnote.

And I have heard so many times to not use the privnote when giving my adress!!!!

It is certainly more risky than using the internal mechanisms or using PGP. In that instance I would be inclined to use something like SMS4TOR at least.

IMO if a vendor doesn't have a PGP key that tells me they rushed into opening up shop before doing all the necessary homework to keep both the vendor and myself safe.  I won't buy from anyone without PGP.  It's very simple to set-up and use and is the best way to keep my address safe from those who have no business knowing my address.  I had pgp installed set-up and and working perfectly within minutes of finding SR and the forums.  There's really no excuse IMO to not have PGP key.
