Title: VENDORS - some questions about feedback

I was just reading a vendors profile page, and he claimed that buyers with higher stats have a greater effect on his rating when they leave negative feedback.

He says "[A] Buyer purchase statistics have also significant reflection on [my] ratings what is kind of [a] double edge sword. Rate[ings] from the great[er] statistics buyer differ hugely from buyer with low[er] statistics and some of them exploit it for their advantage."

Is this true?

Also, can a vendor tell who left each feedback comment/rating?

I do think it's a bit unfair how a buyer can use their feedback to extort a vendor, but feedback is also needed for a buyers own protection.
