So I have a blockchain wallet and it always had a "cash deposit" button that worked through bitinstant and I just went off to walmart with my cash and a moneygram order and ta-da! Bitcoins! But since bitinstant is down they want you to use bitstamp. I have never used any other way to get my coins and I want to stay with cash deposits like I was.
So is there a way out there to basically do what I was already doing? Just paying cash at a store or whatever and getting coins? I did some research today on it and almost everywhere wants you to scan some sort of ID online.

Check on silkroad in the money section, There are people there that will sell you bitcoins usually for moneypaks or vanilla reloads.

what is a moneypak or vanilla reload? I've never used those before.

Vanilla Reloads are for pre paid Vanilla debit cards, If you have on you can send money to another vanilla cardholders account for a small fee, Moneypak is part of greendot pre paid debit cards, Same thing a vanilla.
I don't think it's illegal to purchase bitcoins from individual sellers it's just illegal for individual sellers to sell bitcoins without registering as a money transmitter.
