Im thinking about cutting off my own internet, and using the library's wifi to make purchases; using my own laptop and tails ofcourse.

In theory you should be safe with TOR, but I would use a VPN to make sure no one's sniffing the WiFi packets. I don't know if TOR protects you against that.

Yes, of course it protects you against that. If someone sniffs the packets while using TOR, they will see encrypted data. But they will definitely know you are using TOR. By using a VPN, they will not even know you are using TOR.

be careful that you are aware of what security camera's may or may not exist at your local library, I was shocked to find out my backwoods ass local library looks like a NSA compound with cameras literally everywhere, even overlooking the parking lot.

I would suggest using your home internet connection, through a VPN service and you will be fine:

VPN/SSH only need to be utilized with Tor in low population areas.
