Title: U.S. shutdown and exploits from it

If the current shutdown in the government continues would it allow groups such as terrorists and illegal networks to have some time to exploit a weak time for the government? How crippled is the government actually during shutdowns?

No. Airport security is going to continue, so you can bet that they'll keep the other 'anti-terrorist' activities going. Maybe drug-LE will be put on hold, but I doubt it - drugs fund terrorists after all...
