ok pretty simple question for the people knowledgeable in security matters, do authorities track/bug your phone using the simcard phone number or IMEI of the phone itself?

I think they use both as a combination for tracking and eavesdropping. Reason for me to believe this is that I once had a secure cellphone that was capable of changing the IMEI on demand. It said explicitly that if you do that, you have to change the SIM at the very same time or it won't be of any use. So obviously authorities link these at the moment the phone authenticates, and thus you have to change both to be independent of earlier eavesdropping (that is, if you don't have a bug in your phone itself, which would be a rather mechanical issue). I already looked into it, and basically the easiest way is to get cheap phones all the time and change numbers, everything else is expensive as fuck.
All I know, I hope someone more tech savvy will hop in.
