According to https://en.wikisource.org/wiki/United_States_Bill_of_Rights
The Forth Article is the amendment that talks about Militia and Gun Rights.
Everytime people talk about Gun Control/Gun Rights, they refer to the Second Amendment.
This is confusing. Is Wikipedia correct, or am I misreading this somehow?

Those are the articles that needed to be ratified to become amendments. Not all of them were, article two for instance was not ratified until the 1992 and became the 27 amendment. The first ten of those articles on the list that were ratified in 1791 became what is known today as the bill of rights.
