one comes from outside the domestic boarders and is subject to inspections by US Customs and maybe seized.

Domestic = shipped from your stated country of origin (i.e. in your profile)
Custom = special listing prepared for a single individual (vs a listing for general purchase)... a vendor might set up a special quantity or price for a particular individual.
Make sense?

Domestic orders can be custom.. You mean domestic vs international. Domestic orders go through only cursory inspection, only the sketchiest of sketchy domestic packages would get truly inspected.. Customs will shred your package with little to no reason to believe it contains contraband, they just do that shit.
One is obviously much less hassle..

domestic is more expensive because someone took the risk of importing.

The risks for importers aren't too diminutive. Most folks that import and sell domestically have a pretty good set up as far as receiving the goods.
