OPSEC question: tails vs booting Windows from a live cd

I feel like I'm missing something obvious...

What advantage does tails provide over booting a custom Windows xp live disk. I don't mean a standard Windows disk, but a custom xp version that would have tor browser, pgp encryption software, tor messaging and email software, etc.

I know it might not be as dummy proof, e.g. you could create unsecured connections much easier, but at the same time a Windows disk would prevent the trouble that can occur when the sys admin, network provider, etc can prove you we're using the tails os at a particular time and place.

Just stop. Stop right there. Don't fucking use that piece of steaming shit. It's insecure, and the fact you are even thinking of using it is insane.

Nobody can prove you used anything. TAILS OS goes to great lengths towards looking like any normal OS using Tor. It also leaves no trace on the system when you shut down. All anyone outside of the computer will see is a Tor connection.

I don't really understand how you could come to this conclusion, but it is dead wrong...
