Been reading up on safe ordering and have a question

This is about the feared controlled delivery. It seems that the consensus is that if you are the target of a CD and accept the package, you're screwed. I read the AMA the USPS employee did and he seemed to confirm this. Reading the AMA it seemed that the #1 way to get the attention a PI is for them to be tipped off. Say you're pissed at someone(and you're an asshole), what would stop that person placing an order of some illegal substance to that person's address and then anonymously tipping the authorities that this person buys drugs online and has them delivered through the mail?

Imagine if you were a regular person, not involved in any of this, and a delivery guy shows up at your door with a package. You would be surprised since you weren't expecting a package, but you would sign for it. Why wouldn't you?

I am just curious how this all works. Based on what I have read it seems like it would be really easy to fuck someone over. Given that, it would also seem that there has to be more to it. If you got busted and denied any knowledge of why it was delivered to you, seems like the above scenario would be a plausible story. Any thoughts on this matter would be appreciated.

Plausible deniability. If you really didn't do it, your lawyer would probably provide PC data, financial data, etc. Especially if said person has no drugs on site, or if there's weed paraphernalia only and someone sent them meth or something.
