For some reason, Tails 3.2 doesn't have the latest version of Electrum, which is version 2.9.3. Electrum 2.9.3 needs to be installed. This worked for me. All you have to do is download Electrum version 2.9.3 from https://download.electrum.org/2.9.3/Electrum-2.9.3.tar.gz Then extract this file into the Persistence (Tor Browser) folder. Then, open the newly extracted folder Electrum-2.9.3. Inside this folder, there will be a 2nd Electrum-2.9.3 folder. Open this 2nd Electrum-2.9.3 folder (it should have multiple subfolders inside it), then right click on open space inside the folder, open a terminal inside the folder and type the command torsocks ./electrum. It should then sync. Hopefully the next Tails upgrade will have the latest version of Electrum and we can go back to accessing Electrum the usual way through the Applications dropdown menu.
Posted about a month ago but very useful. Make sure it's connected through TOR , I can't remember for sure but I think by default it goes clearnet.
