Its because vendors are less likely to have them drowned out of they see 5/5 regardless of what the actual review says. It gives other buyers a chance to read them. Certain vendors will see a 0/5 and have it drowned with fake 5/5's within hours or less. PFM comes to mind.

I think it's a type of scam technique where they get fake users or something to put these reviews for them just to give them a good rating even though they're really shit in reality. Not positive on this one, but I think it's something along the lines of scamming/cheatery/mistrustful bullshit.

It is either a requirement that the vendor imposed on people by stating he won't ship without 5/5 first, or more likely buyers that don't want to be on a blacklist and/or are deluding themselves that the order may still come so don't want to piss off the vendor. Fake users would not post shit comments, There would be no reason not to post glowing reviews if the sales are fake.
