why would you get a letter from your ISP? using Tor is legal
VPN + Tor = just fine for personal use. if you are a vendor then worry more about opsec but 90% of people don't even use VPNs as is - believe me

The primary benefit from using Tails is that you don't keep anything visible on your computer, so if you were to be raided or lose your laptop you can just get rid of the thumbdrive or whatever you installed it on.

Why not just use tor bridges? I haven't seen anyone recommend this.

I believe it hides tor usage from your isp. I used them on my university wifi and never had an issue.
