A New Orleans man is behind bars after Louisiana State Police say he received a package containing heroin in the mail Thursday (Sept. 1) that was sent to an address in the Black Pearl neighborhood, the man's warrant says.

U.S. Postal Service inspectors in Los Angeles had intercepted the package and found the drugs before it arrived in New Orleans, according to an arrest warrant for Tyron Celestin, 47. The warrant says Louisiana State Police worked with postal inspectors to make a "controlled delivery" of the drug-filled package Thursday afternoon.

Celeste's warrant says a postal service inspector in the Los Angeles Field Division got a search warrant to inspect the package after a narcotics K-9 alerted police to it. The warrant said the package contained 225 grams -- nearly 9 ounces -- of heroin and was addressed to a residence in the 7800 block of Dominican Street in New Orleans.

Postal inspectors delivered the package to the address in the Black Pearl neighborhood around 1:10 p.m., and Celestin arrived at the residence about two minutes later, his arrest warrant states. According to the warrant, Celestin got out his vehicle and retrieved the package from the side stairs and was then detained by troopers and postal inspectors as he walked back to his vehicle.

After authorities interviewed him, Celestin was booked on charges of possession with intent to distribute heroin and possession of illegal drugs within 1,000 feet of a school. The warrant does not say what Celestin told them in the interview.

The warrant says the package delivery location is a half block from Benjamin Banneker Elementary School.

Court records show Celestin was also initially charged on a count of attempted possession with intent to distribute heroin, but Magistrate Judge Harry Cantrell Friday morning found no probable cause on that charge and it was dropped.

According to booking documents, Celestin does not live at the address where the package was delivered. His address is listed in court records as in the 7100 block of Lake Barrington Drive.

He was being held at Orleans Justice Center jail Friday afternoon on a $25,000 bond.
