Vendors asking for returns in the event of a refund?

I was perusing the selection on a market and I found a new vendor with no feedback who has a refund policy posted on their listing(s). It details that you must return product if you're not satisfied.

I cannot think of an easier way to fuck yourself over than maybe posting your own dox or fullz on your vendor page. It would be so easy for LE to send the package by a tracked First Class envelope and stake out the drop location, tracing anybody who comes to pick up the package until they reach their destination.\

Unless you're just paying randos and tweakers who have already paid for the product in advance, and somehow have no connection to you, this screams "insecurity" or "LE".

It sounds like it'd be a serious bitch to make secure, and thus the vendor in question will likely not be taking such precautions.
