What can an undercover cop do to maintain their rouse and still be within bounds of the law?

I'm asking because over the weekend my friend sold some x to this guy he met at a party. The guy apparently crushed up the pill and railed it right in front of him (whatever floats ya boat), then proceeded to buy another one later that night.

Now, the same guy hit my friend up for a bulk purchase and the guy is willing to travel to his uni to cop it.

Should my friend be suspicious?

Edit: ruse* and my friend thought 10 was bulk.

It's more likely to be a CI than an undercover cop. CIs are informants who got busted and work with cops to stay out of jail. They get high, will lie, shoot up in front of you. They're regular drug users and will act accordingly. Cops even pay them kickbacks.

Cops can and will do whatever to bust people. Sure from a PR perspective they say there are limits but I believe there are very few. The more weight someone moves the more those lines bw what they can and cannot do gets blurred.
