How is the scene in Lithuania? Is it safe to order from other EU countries?

What kind of question is that, could you even more vague?
As you may have already heard, Lithuania is a Schengen Area member state, means there's no passport or other kind of control at their mutual borders per default. Freely travel and settle, free movement of goods and all that stuff.
No need to get ecstatic all over now: Checks are still made randomly, so you can still manage to fuck up.
If anecdotal evidence helps to ease your mind: I successfully order from Lithuania to another country within the Schengen Area for about 3 years.

Shipping to Lithuania from within EU is extremely safe, so you're good to go! Try to stay away from NL tho!
