The same fool(s) have been trying this crap on Agora, SR2, SR1, and every other dark market that's ever existed. And they keep doing it because a few gullible dopes keep falling for it.
Why the hell would a DNM offer "shares" to random people? Does any market really need to raise capital to operate? Is any DNM "in debt" or something? Do they not make enough money? Use your common sense for heaven's sake.

What is scarlett?? So whenever you think of "business" deals on DNM or any illegal market, you have to remember how contracts are enforced in that environment. You don't have any legal recourse, so those who engage in business on the DNMs are forced to use violence or threats of violence to enforce contracts. Its worse than buying the shit peddled by low lives in the real world (think various ponzi schemes) b/c you have even less recourse in the DNM world. That's why DPR of SR1 had Dox on all his "employees"/"partners". He used that threat to enforce "contracts."
So there is no way, no matter how well intentioned, that investments in the DNM world will work. Well, hate to say no way b/c perhaps there could be some limited ways, but for all intents and purposes, as it stands now there is no way to invest in anything DNM related. And most certainly getting a message about investing is not legit at all.
