This isn't FUD. They're likely using one of a small number of services which go unnamed. They not only monitor but participate in most of the Russian crime forums (purchasing vouched accounts etc.)

It is easy to pinpoint breaches because you buy a batch of cards and then find the common vendor. This is exactly how journalist like Krebs get leads on who has been breached and often know before the companies themselves know.

It can be a bit of a grey hat area - but it is certainly effective. The Russians have adapted by laundering cards but you can still usually pinpoint breaches and exactly who has been affected.

About 40M people in the US a year have their cards and identifications breached. Of that now about 60% is debit card fraud where consumers have less recourse. It shouldn't surprise anybody that companies are now marketing themselves as being more aware of these risks and pitching differentiation as protecting consumers from the time sync and risk that is ID and card fraud.

If you had a choice between a company sophisticated enough to do this and one that isn't - always pick the former.
