If you're going through USPS, you are protected by the fourth amendment (not so with private couriers). This means they cannot fuck with your package without probable cause. Probable cause can include "smelling like weed", so go with vendors that have several layers of vacuum sealing (many do this). Even if your package does "smell like weed", anecdotal evidence suggests there's a good probability of nothing actually happening -- i.e. just getting a love letter, or even employees not wanting to be assed with paperwork and throwing it out.
Even if your package is intercepted, make sure they cannot prove you ordered it with good electronic OPSEC, and keep your mouth shut if they come knocking. You could spend a night in jail but will have the charges dropped. Also, the package could itself be probable cause to search your home. I'm not sure. So keep a clean home if you want to cover all of your bases.

Some states will probably have different state laws, I doubt any are more dangerous than others as it's a federal crime to use the postal system for the transportation of drugs.

Sort of, not dangerous but classified as hot countries.
Don't order internationally from places that have loose drug laws, like the Netherlands.
I feel like California and Colorado packages are looked at more closely.
