Why would they have any incentive to stop? As a buyer this isn't too much to worry about. A vendor on the other hand needs to take this into account. This is not a big deal now, but within 5 years big data will be used by LE to sniff out the packages with a higher success rate than we know today.

Apparently this has been in place since just after 9/11 https://en.wikipedia.org/wiki/Mail_Isolation_Control_and_Tracking. In some ways it makes using PGP when sending your address to a vendor kind of useless. Once LE has the fake return address used by the vendor, they can call up all of the addresses that were sent packages from that address. All LE has to do is make a few orders from a vendor to get some of the fake return addresses used by the vendor, assuming the fake return address is not new every time.
