Qubes is great but overkill for general use. I vote Tails or just a general linux distro with Tor and VPN. Never Windows. I assume you're talking about Qubes with the Whonix add-on. That is a super safe option but a learning curve and resource hungry.

You're whole post shows a lack of understanding about Qubes. Qubes OS + Whonix is what you want to go for. You don't need to use VPNs at all. Look into obfs4 bridges first if you think you need it.

Qubes when properly operated shits on tails... there is a reason why Snowden uses it.. I recommend buying a librem which is specifically built for qubes and has a hardware kill switch for mic and camera ... for those that can't operate it well enough... just stick to tails as it's good enough

If you're asking if you should use Windows or QubesOS, then it might be quite the learning curve for ya. I love Linux and have been using it for years, but installing drivers / configuring Qubes the correct way proved to be very difficult.
Try Whonix on a Linux Host-OS, run a VPN on your host, and Veracrypt your Whonix .vmdk files
Just use Tails. Do not use Windows.
