I work for a major european ISP. What I can tell is only limited to the policies of my employer under the laws of the European union and might not be representative for US-ISPs.
The more precise question is: Does a ISP filter IP addresses that connect to known TOR-Entry-Nods ?
As far as I can tell, this is not the case. There seems to be no inherit knowledge our data analysts have regarding Entry-Nod IPs to the Tor Network.
Although I can say without fear of contradiction that any major cyber crime devision has. This is a problem, because they will just send us a list of IPs and we will filter it for them.
A ISP has no interest in marking you a Tor-User, Tor is legal, even in china. But the connections between state agencies and ISPs run deep and darker than I can see.
You should work under the assumption that intelligence agencies have direct access to ISP data.
I also HAVE seen IPs getting marked for visiting the official website of the TorProject.
