how about encrypting the same message you believe it to be with the public key and seeing if the encrypted message is the same? or does the algorithm change for date and stuff?

It is possible to encrypt to multiple recipients, including yourself. Which may not be a bad idea just as a good practice. Pretty sure gpg has an option to make that a default.
You encrypt it with his key so only he can decrypt it. That's kind of the point...
