If you connect to VPN and then open Tor, can the VPN see the sites you visit?

No since you are using TOR on top of the VPN.
VPN is to prevent (among other things) your ISP from detecting that you are using TOR.
While the VPN may be able to see the clearnet sites you visit using their service, they will be unable to see the TOR sites you have visited.

It depends it the site you are connecting to uses SSL or not (https://) like for instance if you're at www.reddit.com yes they can see it but if you're at https://pay.reddit.com all they will see is encrypted SSL traffic to reddit. So yes they could still see all the sites you are visiting but not the SSL traffic. No clue how this applies to hidden services.

They don't, but it makes it easier for secret services who monitor the VPN's network traffic to correlate your Tor clearnet traffic with your traffic to the VPN.

To make the correlation harder you could constantly download files/torrents through the VPN (but not through Tor). Then they only see a constant stream of data between the VPN and your IP, as opposed to a certain amount of data within a certain timeframe, which can be matched with traffic leaving a Tor exit node.

They are not capable of seeing which sites you visit over TOR, they are only capable of knowing you use TOR.

I always wonder if every "vpn service" out there is secretly run by the various spook agencies around the world.

It would cost them nothing to gain intelligence in people who think they are safe.

No - just like your ISP, they can't see what you're doing. They can see you're using Tor, but they will have no idea what you're up to.
