If they print the label themselves it will always come with tracking priority or first class. If they use stamps for first class they usually would have to see a clerk at the post office with the tracking number on the receipt.

No, not all vendors use tracking. If an item is shipped via USPS using either priority or express service, tracking is included in the price of the postage - otherwise it's an extra cost to add, and it costs almost as much as a prepaid priority pack to begin with.

In a perfect world tracking should only be given to buyers in the event of a dispute, imo.
