To start a DNM or just be a vendor on a DNM? Either way it sounds like you are drastically underestimating the costs and effort required.

Biggest risk assuming you actually pull it off is that nobody is going to use it anyways. I have seen countless people launching their new DNMs here and never being mentioned again. Also life in prison.

At a very basic level, everything IP based must be registered on fake names. You can't use your home IP address to administer the site. You should either host your own guard nodes or somehow make sure they can't be in LE control. Take special care to prevent any server IP leaks or bitcoin-based information leaks.
Agora and evo are examples of good opsec, obviously. But also take a look at doxbin who somehow evaded onymous. This should get you thinking in the right direction, but as many good people have told you here - if you have to ask you are probably a long way from being ready. I would consider "competent" someone who is or has the skills of a hacker, but this is purely my personal opinion.good luck
