Running tails/qubes inside a VM

Does this compromise the security? its a pain to run live usb's, and i cant install either rn, so using a vm would be great. is this a bad idea?

Like, would I be better off just running OB2 on windows?

Daily OpSec-Tip: Never run Tails in a virtual machine (VM). It is even discouraged by the Tails developers themselves. Only use it as a standalone operating system on an USB stick.

Ubuntu on flashdrive. Boot from flashdrive. Then Whonix (VM).

Why do you say it is a pain to run a live usb? It's as simple as restarting your computer. If you are having trouble installing there have been some issues lately with the Universal USB Installer. Rufus is a good alternative if you are getting failed installs/weird errors upon booting:

Speaking of this, is there anything like Tails that I can run on a server, or in a kvm host?

My main reason is to make the system only accessible through Tor. So even if someone rooted the box, there's no way to figure out where it is.
