Advice: Scam or Mistake?

I received a package from a vendor today and it was empty. Where the product is supposed to go is pretty obvious, and it's not something I could've missed because it should be pretty bulky. I messaged him and asked (politely) if he could've made a mistake. The guy has perfect feedback though, I feel like he won't believe me or is selective scamming. How am I ever going to convince the admins that I never got my product if it goes to dispute.

Sounds like a scam and when the vendor just needs to show the admins tracking to settle a dispute it happens. Sucks.

He may have simply sealed the envelope without putting anything in it, dispute it and do it right away, leaving until resolution makes it look like you are trying it on.
