Probably not, as UPS and FedEx don't come with the same constitutional protection that USPS comes with.

You can always ask the vendor. Explain your situation and they'll either tell you yes or no.
The protections are really for you and not them in this case. They'll probably create a special one use stealth/packaging combo to ensure their normal orders aren't affected in case of interception.
