Quasimodo is completely disrespectful but he doesn't take shit and does what he thinks is right. I don't think he's corrupt, he just acts like a cunt.
From my experience he does look at all the evidence. He looks at PMs, he looks at how listings are setup, he reads T&C's. If he thinks you're a "clown" (almost everyone) he'll just do what he wants. His English is shit so you can't understand what he's talking about half the time.
In your case:
Means he's looked at your messages. He's seen the buyer PM you and you've not replied. He considers that case closed as he feels you've had your chance to respond to the buyer already (and you ignored them). He's given them a refund and feels you deserve a neg for ignoring the customer's messages.
What have you learned from this?
