The stamps is how drugs were prohibited initially. When they made everything fun illegal, they couldn't do so directly. So they required you purchase a marijuana tax stamp. The caveat was you could never get one. They just didn't issue them. Also in order to legally own marijuana back then you needed a tax stamp. But to get a tax stamp you needed to have marijuana. So basically you could never be legal due to the circular shit. Lol.

It wasn't until much later that drugs were outright prohibited. Until then they controlled it via taxation and other tricks.

This is a clear, good example of the fuckery surrounding drug law in the USA. In theory one can buy a marijuana tax stamp that will legalize the purchase of marijuana. In practice it's not actually possible to buy such a stamp, though, and as OP found, trying to do so (even though it's theoretically legal) results in threats of federal-pound-me-in-the-ass prison. It's not an accident that the drug laws in the USA are such a contradictory, tortured mess.
