Package was aparently "stolen" and vendor wont re-ship... Now what?

I ordered a package from a well known and trusted vendor that never showed up. I contacted the vendor after 21 days of not recieving my domestic and priority shipped package. I messaged the vendor on the 20th and he said that my package was delivered on the 12th. Now, i was home all day and received 2 clearnet packages that very same day. I have told the vendor that and he does not want to re-ship and told me to order it again if "i feel that it wont get stolen again". I have never once had any of my packages stolen.

What should i do? I asked him to re-ship and told him i would release the funds right away. He never responded after 3 days and has been online everyday.

Should i dispute or should i just suck it up and come to terms with the fact that i lost?

You sure you didn't get it and and he just had really good stealth? I've seen a lot of posts where people say they threw away a package / letter because it looked like junk mail.

Go with the dispute, don't let scum bags get away with it and let others fall victim.
