The best, if you're okay with a little command line work, would be a private one that you build for yourself using something like openvpn and an anonymous btc-paid (or free) vps to run it.

I use ExpressVPN. Used them for over a year and have had no problems. I would say they are a little on the expensive side compared to some others tho.

A bonus is they have a Deep Web website, Bitcoin for payment and don't keep logs, for the paranoid folk out there!

I've also heard good things about NordVPN.

Of course, you shouldn't rely on any VPN to protect you from a state-level attacker. No VPN owner will go to jail for you.

The best VPN is one that sits outside the 5 eyes countries, (preferably outside the 14 eyes.) PIA gets recommended a lot on reddit. But it's USA based which poses a large risk to privacy. My recommendation would be to look for yourself and choose one that meets your level of risk aversion. I personally use NordVPN, and came to my conclusion using the link below.

I also use dnscrypt to conceal the addresses I'm visiting from my isp.

Mullvad or self hosted off a server that doesn't trace back to you. Hijacked servers, otherwise bitcoin payment vps provider.

Tried nordvpn, had many issues with it staying connected using my open vpn router. If you trust their little software download, and if that's good enough for you, they are ok and best price I found.

Strongvpn is good for my situation.
