mail marketed not listed

i was sent a letter from my sister to a new address I just started living at. the address is hand written by her but above that someone wrote on it "not listed" and circled a big question mark. There is nothing illegal in the envelope, I'm just curious why someone wrote not listed. This is probably the first piece of mail I've received at my new address.

is there a database that the us postal keeps? like when my envelope went to the first hub in its node, did it get scanned by a computer to verify the address and me?

Possible mailman didn't recognize name and decided to question it. Still delivered it so you should meet your mailman and mention it, possibly show him the envelope and just let him know you live there.

so he pulled up in his truck wrote not listed on it then put it in the mailbox? that sounds strange to me. I've changed addresses alot (most of which were in a major city) and never had an issue before. at some of those adresses i could have put "Dipshit Joe" and it would have come through no questions asked.
