This is why I encrypt everything personal, illegal or otherwise. Can't trust people with power, regardless of intention and I NEVER use my phone for anything dumb.

Nothing new. They have been doing this for years. They can't spy on their own country so they have been outsourcing it, ie Germany spy for us we spy for them. All it means now is they can legally spy on us rather then illegally and skip the middle man.

I believe this is mainly to target terrorists. There has been a large number of attacks in recent times.
That's not to say they can't use the same technology to catch out drug dealers. I'm sure they've been doing this already now for years.
