There is no proof of extra scrutiny on packs with tracking as opposed to those without tracking but that said international packs will always have more scrutiny than domestic packs, and packs with tracking will actually have a notice of "SEIZED BY LAW ENFORCEMENT" when they are SEIZED BY LAW ENFORCEMENT and packs without tracking will not have such information unless you telepathically check and even then that sounds very difficult.
My personal advice is to always order domestic and do not view your tracking period because not only does viewing tracking over TOR alert law enforcement of potential criminal activity, it also damages or destroys your plausible deniability although this is so far unproven as well.

ANY priority pack, regardless of international shipping or not, will ultimately be less safe than standard mail. Standard mail goes through WAY less hands/checkpoints. It is during these more "personal" encounters that an employee is more likely to notice something "up" with the pack. Obviously there are no quantifiable statistics but it is just simply common sense that a priority pack will have more attention given to it.

First, in regard to OP's question: US Customs isn't as worried about scrutiny of packages leaving the country as they are those entering it; and tracking is what the millions of people, both around you in line and all over the world are getting for their *normal packages. Do what is normal.
When sending packages in the US, never use a private company such as UPS or FedEx. These companies reserve the right to open your packages, and on more than one occasion have done so with mine. In one case it wasn't even official; bad opsec on my part led to a situation of driver theft... Use the USPS when shipping packages, both domestically and international.
Do use tracking. In fact, send it Priority Mail and even use their Priority Mail shipping boxes available at all US post offices. Can you comprehend how many of these identical packages USPS workers see every single day, going everywhere all the time? The point here is take advantage of the anonymity (ofc you're still responsible for varying your addresses, *appropriate concealment, etc) and the protection of the 4th amendment while you're at it! Also, FYI: you don't give up any extra information to generate a tracking # that you wouldn't have already. The real vulnerability is any shipping label that you've created.

Yes. And yes. Ordering priority will give you the benefit of knowing where your investment is at the cost of lowered OPSEC. It is just that simple. Period. Don't listen to any clowns trying to convince you otherwise.
