Why don't some vendors give out tracking?

Might be a dumb question! But why do some don't and some do?

Because idiots will check the tracking through tor which can get a package flagged/intercepted.

I would imagine it would be easier to profile there packs. Also unless you pay for a tracking number you don't get one (at least that's the way the Canadian Post works)
