This guy: paypal-master@Safe-mail.net is selling PP-accounts where he offers to send the balance into your BTC wallet. I have my doubts though. Why would he sell money for less money?
Does anybody know this guy?

I would stay away, it's probably from hacked accounts or stolen credit cards.

Does he have an account on a dark net market?

Stay away from anything PayPal they are not easy to do. People that can cash out PayPal don't offer this service cheaply.

Ask him to use an escrow service. Even off the darknet markets there are escrow services. BUT YOU PICK THE SERVICE, NOT HIM.
It's worrisome that you had to ask. If you can't figure out why this is a scam in about 3 seconds, then you have no business even thinking about getting into pp accounts.
