Secure burner, budget 1k+

I'm looking for something more secure then a typical hardened android phone with signal. Any recommendations? Looking to setup a secure method of communication among a group of people. No real limit on price.

EDIT: I already have secure ways of communicating via computer. This is strictly for when on the move to send an urgent message.

Set up a private IRC server on an offshore VPS that doesn't keep logs. Pay for or host your own (not on the same server as the IRC) a VPN without logs. Each member of the crew gets a cheap burner Android phone (alphanumeric passcode, no pattern or fingerprint lock) with small amount prepaid data and if you're in the US buy a bunch of cracked Xfinity wifi logins, the hotspots are everywhere. Set up the VPN to always be used by the phone. Turn off data access to everything except the IRC client of your choice (something with encryption and the ability to disable logs). Install a PGP app of your choice, I'm not sure what the gold standard is on Android. Each member gets a new private key for their mobile. The whole crew shares a new private key as well. When you need to communicate, post a first message encrypted with the public key for the group's shared key containing an identifier for who the next message is meant for, then a second message encrypted with public key of that member. After they read it, disconnect from the IRC, wipe logs, securely write over free space on the phone and reconnect to IRC. If a member or device is compromised, at least only messages to them and the global identifier messages will be readable if they are even recoverable. You could use the shared group key for messages if you are talking to everybody but that feels more vulnerable to me. Using different keys only for mobile keeps any pending messages on markets safe as well.

Set up an email address that everyone has the password to and just make a draft and don't actually send any message. You could even pgp the draft if you want to be really secure

When reading the Sean Penn interview on El Chapo one thing that stood out for me was; the cartels only use a phone and a sim card once, once used they chuck it. After loosely reading some of the Snowdon leaks this looks like your best bet to be 100% safe.

If you're hell bent on a phone, you're best bet is probably the Black Phone.

Just buy one of those android pre-pay phones from walmart for like $100. Pay cash and buy some time for it. Install the application Signal on your phone(s). You now have automatic PGP encrypted messages among your buddies with a phone that can't be traced back to you anyways. done.

Just my $2. Seems like the best route for a dedicated device.

Android phone, maybe a blackphone or that Mcafee device, with an OS made specifically for security, encrypt it of course, get a trusted messaging app and use that.
