So how is a dispute on dream meant to work

So I hadn't received my order in 3 weeks and after discussing with vendor I open a dispute. Next time I log in I see that the admin has finalized the order and all my money is gone. Not sure what I was meant to do here. Vendor claims that he has the tracking no. and it has been delivered.

Anything I can do or is that it?

Dream almost always sides with the Vendor. Just a risk you have to take..
