Vendor seemingly abandoned an order, what do I do?

So as the title says, I made an order for half a sheet of LSD on 12/1 on agora. By the vendor rules I finalized early and everything, after a while the vendor changed the status to requires buyer attention as they couldn't decrypt the pgp containing the address. I remade it and sent, and there has been no word since, a week later. The vendor is not replying to messages either in the order or through a pm, despite clearly being online and updating their vendor page numerous times. Is there a way to dispute the order to effectively cancel it and get my money back? It is a very popular vendor, but at this point it's been 21 days without even a shipped notice and I want to take my business over to blue Viking, but it was a significant amount of coin and I want it back.

Never finalize early what you aren't comfortable losing.

3 weeks is hardly any time to wait for domestic mail! Check back in eight years and THEN complain.

Explain to Agora admin, maybe they will query the vendor, maybe not, that's all you can really do.

You should take into account that she has NOT been online. She has answered PMs like once in the last 11 days she has been on vacation mode, and updates her page like once every few days. I understand it sucks but you will probably be contacted. Yeah, total bullshit customer service and you shouldn't buy from her again but I do believe you will see your coin again.
