[Vendor Inquiry] - GreenSupreme

I ordered from him successfully twice, but haven't received my last order after an extended amount of time (over a week).

It is domestic (EU) and hasn't taken this long in the past, so I messaged him. He tells me that my package is in the system, but "seems stuck" and that he is "trying to clear the situation".

He provided a tracking number, which indicated arrival at a processing center on the next day, but nothing else for 7 days.

Does this sound like a seizure? Or scam?

EDIT: For background, the order was marked as "sent" on Outlaw before the supposed "hack" and messages were on another market
