If it's actual end to end encryption then it wouldn't matter who has access to the encrypted data unless there's a backdoor vulnerabilities with the type of encryption.

On the other hand if you're targeted by a government agency who is using a Stingray just for you I'd guess your days are limited. There are enough zero day exploits out there for Android or iOS that getting remote access to your phone isn't difficult should you be a worthy enough of a target.

The NSA was able to jump an air gap to get Stuxnet virus into Iran's nuclear enrichment facilities in order to methodically sabotage their uranium enrichment program for months without Iran realizing it. In fact the only reason I ran ultimately figured it out was because the International Agency in charge of monitoring the facility after a very significant period of time realized the facility had way too many centrifuges needing to be replaced.

I would not trust anything owned by Facebook. They've proved time and time again that they should not be trusted with your data.

Check out Telegram. It's an open source alternative that encrypts all data.

WhatsApp currently only has end-to-end encryption between Android devices. The best mobile solution is Textsecure on Android and Signal on iOS. They use the same encryption (the same one WhatsApp implemented for Android) so you can talk between Android and iOS, and they are open source so backdoors are unlikely.

So I would suggest you follow through with your plan but I would suggest you get a clean phone (one with no papertrail on you) ) then buy a wifi hotspot that you can top off with cards from grocery and gas station chains. If they do want you they'll have to work to find you.
