It would have to be a pretty elaborate conspiracy. The DEA/FDA will notice when you start ordering/dispensing at that volume. They will then do a cursory investigation to make sure you have 'legit' scripts for the pills you dispensed. So you'd need a network of prescribing doctors working with you and 'patients' to 'fill' the scripts.
I'm sure some decent percentage of those pills were diverted to the black market by patients, maybe even some to DNMs, but a pharmacist straight selling them on the DNMs? Bad idea.
