Safe is a bit of a stretch. Even of you do everything right, and the vendor doesn't mess up, you're still committing a felony in most cases by doing so.
Domestic mail is generally less scrutinized than overseas, and it does require a warrant to open. But it isn't difficult to obtain the warrant and is they go through that, it's almost guaranteed they will pursue trying to catch the buyer for that amount. Even vendors with perfect stealth can become compromised or profiled, or even arrested and decided to cooperate as a mechanism to save their own asses and assist DEA\LE with catching buyers. Even 1/4 to 1lb is enough to draw attention and people have an awful habit or lulling themselves I to a false sense of security by thinking they are too small fish to fry.
I try to follow up with everyone who posts on here what happens/what charges get attached when people claim that they had a controlled delivery or the police come with a warrant once they've established someone is ordering drugs online. Many people are willing to share the information and proof with me since they feel that they can help the community as a whole by showing the outcome.
One guy (who was kind enough to volunteer his case number and a link to his local court docket info so it is provable) was busted shortly after a package was delivered (non CD: they just profiled the package and came with a warrant after the regular carrier delivered) had a whopping three pills of oxy 30mg ER pills.
Three pills. He wasn't charged with using the mails. There was no requirement that they dig through his computer for order history, they didn't look for bitcoin transactions, nothing. They simply seized the envelope and charged him with possession. (No intent). He is currently negotiating an ARD where the charges will be dismissed after he completes a drug treatment program (attend I think 10NA classes, pays a hell of a fine and keeps his nose clean on probation for several months)
Again. Three pills.I am also aware of a similar case that someone was caught with 10 10/325 norco. Taking I to account the sheer amount of data that has been seized lately as well as the fact that it's a complete myth that small amounts are to worth pursuing, if there was ever a time to take the effort it requires to really understand what risks we are taking here. Granted in some regions there aren't going to be the resources to go after everyone, but there certainly are places that any arrest, no matter how small, is "worth" the victory.
The better question is to inform yourself about what could happen to you in the worst-case scenario where the vendor packaging is profiled or that for wherever reason he is already being watched, or of he has a busted taillight while driving home from the post office from picking it up, and deciding if the potential penalties that you face is it all fall apart are worth the potential award.
I hate what happened as much as anyone else. But I hope more than anything it serves to open people's eyes a lot and make people put more consideration into what should be the ultimate question before clicking "submit:" is this worth the risk.

'Is it safe to order drugs?' I'll just stop there and say 'no'. There's always risk, the question is: how much of it are you willing to carry on your shoulders. The greater the amount, the bigger the risk.

Weed is the easiest thing for law enforcement to spot. Especially if shipped out of Colorado. The majority of seized mail are from people who order weed.

Safe? Well, you're never safe doing this. You can minimize the risk. You can connect to tor from wifi you don't own. use pgp. get a reliable drop that isn't connected to you. Scope out the drop spot after the package arrives, don't take it into your possession until you're sure there are no police sitting and watching.
All of that is pretty tedious, mostly the last part. Most people aren't going to keep track of every car sitting on every street with a view of your house
Weed is the hardest drug to minimize risk. There is a great chance that your package could be detected, particularly if its a pound. Its not exactly the same as a sheet of acid that you can just slip into an envelope. There really is no ideal stealth method.

You should be OK if you choose a reliable vendor with good stealth practices.
