Is it safe to buy bitcoins by debit card from another Reddit user who messaged me? Is this a common or known scam?

Just buy them from coinbase or an ATM. These are two significantly more viable options than buying them from a random person who, yes, will most likely scam you.

Even if you are using a payment processor like PayPal, this is a bad idea. PayPal updated its terms earlier this year limiting buyer protection specifically for digital financial transactions. That basically means if you go first, you can be scammed and PayPal won't help you the moment the seller says it was for Bitcoin.

If you don't have BTC ATMs, an active LBC community in your area, or the ability to use Coinbase and MUST buy coin digitally, there are forums dedicated to BTC currency exchange, some with escrow systems (extra fees), where you at least can deal with people that have built reputation. But be prepared to pay 15+% on top and not have people willing to trade large amounts until you've built rep of your own.
