Would there be a reason USPS couldn't find a tracking number?

I was given this number by a vendor who I'm currently doing business with via email. Does this mean that they simply haven't put it in the mail yet?

Blue boxes are collected in a truck. The box opens and the contents are dumped in bin. The bin makes its way to a sorting facility and is placed on a conveyer belt where the mail cover is photographed and it's weighed and checked for postage and routed. Its all mostly automated. I've had label 400's and DCN's never get scanned once and land safely multiple times. It helps if you can get a tracking label near the address so it gets scanned by the computer.
