Asking for a reship?

At what point should I message a vendor asking for a refund or reship? This is an international order and it's been more than five weeks now since it was marked shipped.

5 weeks is pretty long, 4 weeks I would've started getting anxious, and at 5 weeks I'd definitely say something to them, maybe they have tracking info. No harm in checking on it unless the vendor is an asshole
