Eastern Europe is definitely the way to go, but not necessarily Russia. Have had good experiences with hosts in Ukraine and Romania, personally. Extradition treaties are only part of the equation; data retention laws (or lack thereof) are equally as important.

it depends on what purpose you want your VPN to have. Mask Tor activity? use it as another layer of security?

I exclude all US VPNs, before I begin to look for companies that dont keep logs, because no company will go to jail for you. Find those who cant rat you out.
