Sounds like they actually have something here. This is similar to what happens when they catch someone using a stingray device. Multiple cases have been dropped as a result of them not wanting to explain under oath how that tech works.
This was known as Operation Pacifier. They took over a child porn site and ran it themselves in order to catch consumers.
But now, they're refusing to prosecute the consumers because it will "undermine their TOR exploit." (I personally believe they're bluffing.) So, at the end of the day, the FBI ran a child porn site, and did not use it for law enforcement. They are the real criminals here.
