Can't create persistence volume?

So i installed TAILS to a USB device using this tutorial (https://tails.boum.org/doc/first_steps/installation/manual/windows/index.en.html (which was also in the deepdotweb tutorial))

And everything set up fine, however when I try to create a persistence volume it says "Device /dev/sdb was not created using Tails Installer."

I don't have any other USBs to use to create a volume, before anyone asks.

I don't understand why this is happening though, normal method of installation is:

tails iso on DVD

boot up TAILS

clone TAILS to USB

then set up persistence volume

But the way I did it it should have just let me go straight to booting from USB then to setting up persistence. Why did the official tails website tell me to do this if it just breaks one of the most important parts?

Also other people have been having the same issue, except it's not always "/dev/sdb". I looked at that file and it's 0kb as well.

Your USB must be created with TAILS Installer. The TAILS Installer is only found when running TAILS OS.

The USB stick you have created was not created with TAILS Installer. Instead, you used a program called PenDriveLinux. These are two very different things.

If you only have 1 USB stick, you must create and boot a TAILS DVD, then use TAILS Installer to rewrite the USB drive you have.

The Tails installer needs to repartition the drive to create the persistent volume. It has to have access to things that it can't get access to on the device it is currently running from.

Pendrive installer just creates a bootable image of an .iso that can run from a USB stick.

Installing the system on the stick and creating a new hidden partition are two very different things. It's pretty tough to repartition the drive your OS is currently running from.
