I'm a foreign student; how risky is a Germany-Germany order? Anything I should know?

I've read the relevant info on the sidebar about the best security practices and US post rules; is there any German-related (ideally in English, but I can understand a bit of German) similar information, or anything in general I should read? How does LE in Germany work for this kind of stuff? Mainly looking to get very small shipments. How risky is to get them delivered straight to my dorm? What other variants do I have?

I'm adamant in my online security practices, so I won't fail there, but not all depends on me, ofc. What should I do if something does go wrong?

Germany to Germany is very safe as pascal said. EU (including Netherlands and UK) is also safe since there are no customs, so you can enjoy some Dutch goodies.

To be safe I'd recommend you to NOT have anything illegal at home while expecting a pack and in case of trouble deny everything.

since you mentioned you are a student, let me remind you that most universities reserve the right to open your packages, so setting up a PO box is essential, if not mandatory.
