Then why don't we just spam them with tracking numbers of normal packages checked via tor?

So your plan is to get DNM users, (who may or may not have been noticed by LE so far) to begin engaging in a collective action that advertises to LE that the they do in fact use Tor, in the hopes that LE will just say "well gosh darn it these people must all be innocent none-DNM users who love to get together and check their amazon packages using anonymisation software instead of Chrome. Now I don't know what to search!"

If I were LE I'd just make a list of everyone who did it, then flag their addresses for randomised mail searches in future. It makes no sense to do this.
