Surely they would allow a backdoor for a sizeable amount of money

TOR is open source and developed by the government. The government needs an effective way to use the Internet anonymously and they can't do that unless it's also open to the public, because otherwise if you saw TOR users accessing your website you would immediately know the CIA is snooping on your business. Paying for a backdoor would be idiotic because since it's open source, it found eventually be found by the public and now the entire point of the TOR project and all the money they paid to get it developed are rendered completely pointless.

It's just pretty much the best feasible solution available at the moment, so in combination with other opsec like use of PGP, I feel the risk is worth the reward.

Nothing like this is worthy of association with words like "trust", or "safe". Faith is dangerous. No-one is to be trusted. There is risk, there is mitigation of risk, and there is the calculation of that risk versus the reward.
