Best Way to Encrypt USB

I'm going to be encrypting my USB drives that have all of my important stuff backed up on them (passwords wallets etc.) and I need some input from the experts. Which of the 2 do you think is the best method as far as OPSEC is concerned?

1) Saving all the files on a TAILS USB volume with the sensitive files encrypted

2) Saving everything on a veracrypt encrypted usb drive with a hidden volume

well if you back everything up on a veracrypt encrypted drive then you could access it on your Main machine / OS, plus you can access it from another TAILS USB whenever you need for updating up etc.. however if you backup everything up on a TAILS volume you're kinda limited in how & when you access / update your backups. So I'd go with option 2.
