Just gonna go ahead and say this every time circle gets brought up.
Don't be surprised if they don't verify you, even if all your information is legit. It's happened to a few people here. I made an account with Circle and provided my real banking information. After two weeks of waiting, emailed support, who never responded.
I'll take this opportunity to mention Trucoin. They don't operate in every state, but the process takes literally 5 minutes from sign-up to coins in your account. They accept credit/debit, but it has to be YOUR credit/debit. They deposit the coins immediately after you make your purchase. Can't say enough good things about them.

Yep, Circle works great. I can usually complete a market transaction in under an hour, depending on how long confirmations are going through, and that's starting with no coins and includes tumbling via Helix Light.
Verification on Circle wasn't a problem for me personally, but I hear it's tough for a lot of people. (Btw, I could never get verified by Coinbase, even after waiting several months and trying again! They never told me why.)

Have never used it myself, but based on the number of threads here about it as well as general hearsay I would say that it is definitely as safe to use as the user using it in that you still have to blend/appropriately obfuscate coins so that it is impossible to trace them from Circle (where your real life identity info is tied) to a market, but other than that it is probably a great service and certainly better than Coinbase which has been considered incredibly fucking difficult to get an account setup and verified to buy coins, they're very strict bastards
