To log into my military-provided insurance, I must agree to these terms before I am allowed access to my medical information.
What exactly is the government allowed to take/monitor from my computer? My main concern is that I'll be added to a 'list' for looking at sites related to DNM and torrents.

basically it means they're allowed to monitor stuff that goes on within that particular system. it doesn't say anything about monitoring your regular internet activity. although if you're using a work computer, i wouldn't be surprised if they did.

That looks like a warning that any communications between your computer and the specific "Information System" (IS) computer is monitored. I don't think that it means that they will will be spying on your communications with other computers.

Simply put, what I can gleam from looking at the screenshot. The final paragraph says that even though they may routinely capture your data for law enforcement purposes (amongst other purposes) (described in the first paragraph), Law enforcement agents have no right to come asking for any information they may have captured about you.

Reading the first paragraph, if they're going to capture data for purposes including (but not solely limited to) law enforcement, then if they catch you doing something illegal, you may find yourself in front of a military court marshal.

The military has a long standing traditional of telling civilian law enforcement "would you mind kindly going away?" If you have the option of connecting to the Internet away from your site, I'd do that. I'd only ever recommend using the military network for military purposes. They have some very clever people in their IT department. In short whilst I'm not concerned with the NSA or GCHQ (or other such agency for any country in the world) - probably just a bunch of pizza and donut eating sloths, jacking off to porn in the name of keeping their country safe - I'd never say the same about the military (especially the US military. With the whole Chelsea Manning thing, they're gonna be super-snooping anything that's not entirely locked down, and even things that are).

So yeah, the tl;dr of that: May be OK to do. I think they're very unlikely to go telling the local (or even federal police) about any naughtiness they discover. If you have the option of connecting to the Internet elsewhere, do that. If however, you're a soldier that lives in a barracks (etc) and so that's your only means of Internet access, well, I'd talk it over with someone official. Asking about your rights is not a crime, neither should it be an implication of trying to commit a crime.

theoretically if you booted into TAILs on the same computer you used to visit the military site, even if they did have leet zero day hax0rs they shouldn't be able to see anything. however, as other posters have mentioned you might trip an alarm by going to download TAILs so you might want to do that somewhere safe. Is the device you're using gov issued? The wording makes it sound like they do in fact reserve the right to hack any computer that connects to them, but I strongly doubt they are interested in targeting people who need health insurance.

Can you post a screenshot of the "user agreement" referred to in that last paragraph? That might contain more information needed to answer this question. EDIT: I mean, I could tell you what I think that notice means, but my suspicion is that for purposes of the military/USG, they would stretch the meaning of those terms as far as possible in favor of themselves.

Bottom line: Learn how to run TAILS from a USB key. That will separate your main Windows system from the system you use to make orders on DNM. It will then be (almost) impossible for them to monitor your activity on TAILS since it's virtually a different computer. If you want to go even further you can get another computer just for that, like some people here have done.

Also, a reminder to please be careful and know your urinalysis drug detection times or any other tests you might be subject to.
