You dont NEED a condom. But if one morning you wake up with your dick covered in red bumps and it's oozing puss don't be too surprised.
Tails is kind of like a condom in this world. It's not a lot of fun to learn how to use them, and getting it on whenever you want to use the DNM is kind of annoying. But if for some reason you were put into a situation where someone is looking for evidence of your DNM use you're going to either be really happy you used it or really butt hurt that you didn't.

You don't NEED one (unless you have Windows 98 or something), but it's good practice. It depends on your own risk tolerance and whether or not the added security is worth the effort on your party.

MS Windows has a long history of not being safe for anonymity. And applying the patches often just creates more backdoors.
If anonymity matters to you, an open source unix varient is usually better. Linix being the most common and the easiest OS to learn.
You can run it as a VM or rebooting off of an SD card or second partition.
There are a few Linux distros that are tailored for the Darknet.
People don't seem to mention the other advantages of using a *nix based OS, but there are a few.
One is that the unix shell (bash in linux) is easy to automate/script common activities on *nix.
It is fairly easy to take common tasks and learn to perform them on the command line so you can save a lot of steps and script some of the more repetitive activities that would normally require a whole bunch of mousing around in Windows.
You can script the common things you do with PGP like 2fa and encrypting email and text messages are some examples.
