In fact, the large majority of the money gifted to the Tor Project has its origins in the State Department and the Department of Defense.

If you have any inkling of what's going on in world affairs this isn't surprising.
Firstly, Tor draws it's origins and infrastructure from a project of the U.S. Naval Lab to provide secure communications. It was a government pet project from the start.
Secondly, as much as the NSA wants to read our online drug deals and maintain their all seeing eye, the Feds are smart enough to realize its a favored tool of criminals worldwide for some very good reasons. Why do you think countries like Russia have been railing so hard against it? Because of the level of secure communication it provides, it's a perfect tool for subverting government censors and inciting social movements, two things the CIA loves nearly as much as coke money and murder. It's easy to set up and practically free, it's a perfect field op tool for covert ops or for just enabling a pesky amount of civil unrest to be organized right under a hostile governments noses.
