I realize it is legal in many places, and there are clearnet sources, but I just need the extra stealth, as it is not legal where I am and it is excellent for meditation.
Shot in the dark here, but is there any non-extract normal dried salvia divinorum around?

Seeds would be cool too, but they are very rare (and expensive).

What's wrong with extracts? A low dose should result in a similar experience.
It is not excellent for meditation. Just like acid, mushrooms, mescaline and 2C-B are not excellent for meditation.
Drugs are great for temporary realizations, but they aren't nearly as strong as the realizations that come while sober. By strong I don't mean intense, I mean long lasting.
A good drug induced experience might incite a temporary change (a few days to a couple years if you keep using) but unfortunately they don't allow for the type of insights required to build off to change your view permanently.
They can also lead you in the completely wrong direction if you put to much weight into the experience. My first drug (shrooms and MDA) induced experience of shunyata had me chasing ghosts for almost a year. A year that could have been better spent working from the realization sober instead of trying to recreate the experience.
A nice spiritual trip is great once in awhile to remind you why you meditate. They are not, however, very useful when it comes to a stable contemplative life and a meaningful meditation practice.
Keep in mind that not only has this been my experience, but it's been the experience of every meditation master that I've met who has used drugs at one point or another. Even the Buddha recommended against it.
The mind needs to be clear and stable in order to rest and look deeply, and the transitory nature of a drug induced experience is by it's nature unstable and usually not totally clear. Don't get me wrong, there is definitely an element of clarity sometimes, but it is atypical.
If you are serious about pursuing meditation, try it naturally. Sure it doesnt seem as mystical at first, but after awhile the line between mystical and mundane begins to blur. It gets to the point where taking a shit or blowing your nose becomes a holy act.
Trust me when I say you're neurotic enough. You've been tripping your whole life on the drug of self cherishing. (I don't mean just you, I mean every single one of us.) maybe it's time to put the ego stuffed pipe down and take the medicine of Emptiness.
