Package seized and vendor is not offering a reship or a refund despite showing him the notice

I do not want to name and shame but a package of Diazepam I ordered was seized by customs. I messaged the vendor with the notice of removal letter and he has stopped responding to me.

His refund policy when I ordered it stated that it was on a "case by case basis but he would not offer refunds to accounts with bad reputation" which I do not have.

He since changed his refund policy after my order stating that no refunds are given to US customers.

I don't know what to do here since I passed the auto FE timer. Should I leave a negative review and hope he responds to that? He has zero negative reviews.

The second you leave a negative review, I reckon you'll lose all chance of coming to a resolution. Maybe first tell him that you would much rather come to a resolution rather than leaving a negative review. See what they say, then take it from there.
