The USPS/customs/whatever mailing agency doesn't have the resources to check every package containing medication to see if the recipient has a valid prescription. I believe in the US it's also legal to order up to 90-days worth of medication from overseas.
This is how many clearnet pharmacy sites stay in business.

People do this all the time. The pills will come and nothing will happen.
Once in a blue moon customs will intercept pills coming from another country with the umbrella excuse "we're protecting you, pills made in another country may not be safe"
Most internet pharmacies will reship if the package should be picked up by customs. Often they know it was grabbed before you do, and you find out when you get an email from the vendor telling you they are reshipping.
