Is it necessary to 'wash' or 'fog' your Bitcoins for very small purchases? If I only spend $50 in BTC, do I really need to use Bitcoin Fog?

I would definitely still use it. If the feds decide to crack down on the markets again I can see them going for a lot of the low hanging fruit. Might as well use every precaution at your disposal.
Plus, if you ever plan to make purchases in the future, it only takes the one time to make it easier for them to link you to your account(s).

I don't use it, and I only make small purchases like you. Don't wanna pay the fees and don't think it's really necessary if you don't order pounds of coke or heroin.

nope. besides they didn't track ppl via bitcoins when they went after silk. they had a snitch.
Another great use is Shared Send on blockchain. Only 0.5% fees compared to Bitfog's 1.5%-3%.
