They're just doing the same thing blockchain.info does... Look up a random BTC wallet on blockchain.info and you'll see a QR code for the wallet on the upper right.
A QR code is just a way of encoding text in a graphical format. There's nothing inherently unsafe about it. It's a deposit address you're dealing with, not a private key, so it's really equivalent as just manually sending to the wallet's literal text address.

Its hard to tell. This is b/c it will be dependent on the software you use. The biggest risk is the app you use. I don't use QR codes a whole lot but some apps do require internet connection which I guess would mean that its sending the image over to be decoded? This is problematic, at least for me. Also, you would have to understand/know how and if the image of the QR code is stored. It definitely makes it convenient but you have to really evaluate the app itself b/c that is really the risk. Otherwise, there isn't an inherent problem w/ QR codes itself - its the software. Given that a lot of apps are closed source, yo'll really never know the answers (except to whether or not an internet connection is required of course).
