Just in case you are serious....no, it's not safe to use Windows......it's been said again and again in this subreddit, use TAILS for fuck's sake.

I disabled all of the Cortana shit and logged network traffic with Wireshark; it doesn't look like they continue sending anything to their servers, and the only "keylogger" that exists is when you enable Cortana's learning ability and type into Cortana's search feature. No network traffic is directed to M$ otherwise.
People freak out about Windows but don't realize that 99% of Linux distributions point you towards proprietary software, such as graphics drivers, which have just as many backdoors as Windows does. In fact, from what I've seen, distros such as Ubuntu seem to send more "diagnostic" information than Windows does. No one's going to come knocking at your door just because you opened up Tor-not even Windows can intercept and decrypt its traffic.

Windows should not be used for anything you don't want to leave traces of if - IF - you don't practice best security practice as a user or want to take the time to harden your OS and/or network.

Since you're asking the question with no other detail - no, in your case, you should probably use TAILS or some other system that's already had the work done for you.

But all you just throwing TAILS out as a suggestion without mentioning that security is more about user practices than any particular platform or application should revisit your own habits. For instance, if you're reading this from the same computer you use to order - you failed.
