You have a server to run it on like if you owned your own website and ran it on your home server, but the TOR website tells you the rest to do at that point

Find a hosting provider that lets you rent a server anonymously (does not ask for your name, address, phone, etc.) and lets you pay in bitcoin. Set up the normal stuff you would on a web server (Apache, PHP, MySQL). Then use the instructions from the tor web site to set up a hidden service on that server. Disable all ports except the one you need for SSH. Disable server-status and other modules that leak your server's IP address.

After installing tor, you'd need to edit a few lines regarding hidden services in the torrc config file. Then after cranking everything up, tor will create a file containing your very own .onion address

Same way you obtain any other site. You need a server with some software running on it. Or you can pay someone else to do it, but the you gotta trust them.
