Judging by pgp keys, most of them use Windows. Rarely do I find vendors who use linux versions of pgp, or who choose to remove the line that identifies your pgp version.

I'm not a vendor (as far as you all know), but I'll tell you what operating systems they should use:
Tails, kept up-to-date religiously, with at least three copies of their persistent data at all times, on two different types of media (e.g., a DVD-R and a flash drive) and in two separate locations (e.g., at home and buried in the woods somewhere), or,
Whonix with the same backup and update conditions, or,
Qubes OS with its Whonix modules installed, ditto again on the backup and update conditions. Qubes requires a somewhat advanced understanding of computers, security, and GNU/Linux to use properly, so I don't recommend it for non-experts, or,
Any GNU/Linux distribution that uses extremely stable, somewhat old, cryptographically-signed, very well-reviewed packages, such as Debian Stable or CentOS, with the same caveats about updates and backups. I strongly recommend against distributions that rush to the latest versions of software, like Arch and even Fedora or *buntu - new security bugs are introduced all the time, and require a period to be discovered and patched. I also have some reservations about distributions that don't use cyrptographic signatures for their packages or build scripts, such as Gentoo and its derivatives. Finally,
OpenBSD, but it is not easy to use and has very limited hardware support. Again, same conditions about backups and updates.
I sincerely believe that if any vendor is using anything else, they're doing it wrong.
