Torn international envelope arrived with nothing inside. How to proceed?

So I ordered internationally. I don't do this often but the price was good, and there were a few good reviews on the vendor. If I lose the money I spent... sucks, yeah, buy I know not to put it out there if I can't afford to lose it. My concern is more about how compromised my address is.

I got an envelope with no return address, it had been torn open, taped, and torn again at the bottom. I'm pretty sure customs would send a love letter and not send on an empty envelope after confiscating the contents. Anyone who wants to confirm this and help set my mind at ease, please feel free to do so.

I suspect either the new vendor is selectively scamming by sending envelopes like that and letting it get disputed that the package arrived, or some postal worker on the way saw the terrible vendor opsec of no return address and stole the contents. Am I right about that?

I sent a message to the vendor about 12 hours ago and no reply. 12 hours isn't long, so I'm not too worried about that. I extended the autofinalize too. Any thoughts about this? Anyone with experience think my address might be compromised? Anything to keep a heads up for in case the vendor is trying to scam? If it was stolen by postal workers, what's a fair compromise with the vendor? I'd appreciate input on any or all of these questions, of course.

Should I name the vendor? At this point, there's is nothing definitive to say they've done anything wrong, so at this point, I'm not. But I will say they are NOT well established, but do have a couple decent reviews on BB. Like "took a while to get here, but was good when it did" kind of review.

sounds like it got torn open by a sorting machine and they taped it back up the best they could and sent it along but accidentally left the contents sitting on the sorting room floor.

Don't name the vendor until you have good reason to believe they are at fault.
