Is it legal? I don't know. There may be things that can be done to them from a criminal perspective for opening someone else's mail. But the evidence can absolutely be used against the recipient of the drugs. The warrant requirement only applies to police and other government actors.

I don't know the letter of the law but I know some of these po places can do some things we don't want happening with our mail. Fucken bullshit. I hope all this places customers withdraw their business. Even if I was purely legit I would not put up with the owner opening my mail.

Very illegal and the owner will likely face federal mail tampering charges. Plus she basically assured that the person will not be prosecuted, as illegally obtained evidence is thrown out in court.
