Is there software that re-writes phone memory multiple times to "permanently delete" like there are for hard drives, and any other recommendations for my situation?

For the past 2 years I've been very stupid and I know (so I don't need you to tell me). I used reddit to talk about my DNM usage on the clearnet, talked about drug dealing and DNM on Facebook, and racked up a real bad history on my phone provider (who I'm still with). Now I know that it is impossible to take away what you have put on the internet, but here are the steps I am going to undertake so I can minimize the damage and remain clean:

If I reset my phone, is there software that preforms I deep wipe of the data that was previously on it? and any other suggestions?

Is your phone expensive? If not, just smash it up and get a new one.

If you can, buy a new cellphone with cash and don't associate your name directly with it.

There is (Secure Wipe, and iShredder3), but you could also just factory reset it, then turn on disk encryption, then fill up the phone completely with random data, then delete it, then decrypt the phone. That's if you don't know how to root your phone or use adb or stuff like that. If you are somewhat technically-minded, you could follow a guide like this one to over-write the internal memory (/sdcard/ and /data/). If you do it from recovery (so the phone isn't running), you could also wipe the empty /system/ space just for good measure.
