what would you do in this situation

I ordered over a week ago a package from a domestic vendor

I paid 50$ for lightning fast shipping Pack hasn't landed yet, vendor seems to beat around the bush when asking for tracking

Ever order from then before? Sounds like the vendor should either refund the shipping or give it to you in product to make up for the screw up. Or he could cancel the order
