Most secure OS for DNM/Tor use

What is the best operating system to install on a machine dedicated to dnm use?

Whonix is perfect but can it only run under VM?

if so should one install tails and use VirtualBox to run whonix inside? or should you sack the machine in entirely and just use a persistent tails USB big enugh to support VirtualBox and Whonix and use the burner PC to simply boot from USB?

i personally can never seem to get a tails usb to connect to the internet without ethernet direct connection which makes it inconvenient for use in the local internet cafe, iv heared this is possible with a usb WIFI card but this wouldn't work when i tried.

if you could run Whonix as the main operating system i would be a happy bunny.

Any and all suggestions are awesome to hear and if anyone can walk me through the best option and what to look out for i will give redit gold out to the best answer :)

If you want to install a OS for dedicated use Qubes is your best bet. It's designed around the idea of using different VMs for each activity, so you can have a work browser, a personal browser and a banking browser which will never touch each other and a compromise of one won't allow access to the rest. It has Whonix built in so you can easily choose to run any VM with complete Tor connectivity.
