bitcoin core has to have the entire blockchain stored locally, otherwise it won't work.

To do it without downloading the entire blockchain you need a light client like Electrum. Some guy on evo forums wrote a guide:

There is one step in there that is broken but he offers a workaround.
Just curious: Are you using multisig on evo or another market?
Use the bitcoin-qt client only for the signrawtransaction step, and don't leave it open long enough to dl the blockchain.
Use electrum for every other part of the process.
