Does blackbank encrypt for you upon order? I used pgp anyways. Can the vendor read a pgp encrypted pgp?

you sent an encrypted message that the system then encrypted again, so all the vendor has to do is decrypt the message, see its another encrypted message and decrypt again

Never used blackbank but if you signed it with the vendors public PGP, then yes they can read it. Thats why you sign it with their public key and not yours. Only they can decrypt a message signed with their key.
