Can your ISP tell if you are using Tor just having the application open without browsing?

If there is no activity I would assume it wouldnt see Tor. Can my ISP see Im using Tor just having the application open and minimized when I turn my VPN off to handle other things or should I quit Tor before I turn off my VPN?

Quit tor, and any other service you don't want you're ISP to know about before turning off you're VPN.

They can see you are using Tor but they can't see what site you are on.

VPN over TOR will do just fine, that will prevent ISP from knowing you're using TOR.

in TorBrowser, you're still connecting to the tor network.
