Where is the best place to buy BTC with a debt card? I've been using Circle but it doesn't look like this $100 limit is going away any time soon.

purse.io
but there are a couple of caveats. 1. this is done through amazon so it takes 2 days (unless you find someone looking for an amazon gift card), 2. the effective fees are ~15%

https://libertyx.com/ or like another user mentioned coinebase.com.
Libertyx.com is honestly the quickest. They can go straight to a cold wallet and you're set.
Be careful w/ coinbase.com and move your coins to a casino then a cold wallet.

Is your debit card linked to a checking account? It's a bit of a pain in the ass to get your bank account verified with coinbase.com, but once you get it set up and wait 30 days after your first transaction, they bump you up to something like $1k/week instant transfer. They also have a really low transaction fee, you get BTC at very close to the 'correct' exchange rate unlike some other options.

circle.com

Circle limits your debit, but if you link your checking account then it raises your limit. It will take a few days but it's not bad, and let's you stay with Circle.

Where can I obtain one of these debt cards

Just order from standard websites. Plenty of vendors have public websites that lets you use your card online and jusy converts it to coins for you. Quick, easy and painless.
