Can anyone explain Canada's drug policy for me?

Due to all the drama that is going on with Q and QUSA I was curious about Canada's drug policy. All I can see is penalties for possession and for trafficking. is there no 'intent to supply' laws over there or does that fall under the 'trafficking' category?

He would probably fall under exportation since it carries the biggest sentence of 10 years max. But in Canada if he got the max punishment he could be out in less than 4 years no problem.

If LE decided stacked on manufacturing it could add another 3 years. The good thing about Canada is that people very rarely even serve their full sentence. Since Q is pretty smart about things he could flip on every one and get a severely reduced sentence.
