If you ordered registered post to a PO box...

What if you order express to a PO box, would the post contact you to sign for it?

Another thing is that many have experience no-shows, what does it mean?

Is it possible things are being mailed to wrong address (happened several times)? Or mails are kept by postal workers due to strike?
