Before the amendment, section 10 of the Computer Misuse Act 1990 (http://www.legislation.gov.uk/ukpga/1990/18/section/10) already permitted law enforcement to breach section 1 of the act (section 1 makes it an offence to gain unauthorized access to any program or data held in a computer). The section of the Serious Crime Act 2015 that is raising eyebrows is section 44 (http://www.legislation.gov.uk/ukpga/2015/9/section/44/enacted). The main effect of section 44 of the SCA is to amend section 10 of the CMA such that law enforcement is permitted to breach sections 1, 2 and 3A the CMA instead of just section 1.
Section 2 of the CMA makes it an offence to commit a section 1 offence with a view to commit, or facilitate the commission of, a further offence. Section 3 is the more interesting one, s3 makes it an offence to do any unauthorised act with the intent of impairing the operation of any computer, prevent or hinder access to any program of data held on any computer, impair of the operation of any such program or the reliability of such data or to enable any of the things previously mentioned to be done.
The most interesting part of the new amendment is that it is now legal for UK law enforcement to run DoS attacks (an offence under s3 under the precedent established by DPP v Lennon [2006]) against sites such as Agora.

The UKs GCHQ dwarfs the NSA in the amount of data it collects. There will be little outrage as it is packaged to tackle "extremism" and there has been several high profile cases of UK citizens going off to Syria including school girls which makes people sympathetic to new laws.

To really remove the risk of terrorism the UK government nanny boots should also start banning male infant circumcision. Because it causes permament changes to the way a baby's brain develops, making them more inclined to violence, psychopathic tendencies, and of course sexual problems.
Just fucking ban that too. Get rid of these fucking blatant human rights violations and then we can talk about mass warrantless surveillance projects.
