Well I had an order shipped out on sunday. It arrived in the mail today but i see that the top of the mail has been ripped open. Will USPS actually steal it without saying anything about it? What can I do about the vendor?

ive had packages rip open specifically first class from recoited conissour. dude took 14 days to get mxe to me on top of that he did not seal the vacuum pack.. not like incorrectly sealed, no seal at all! whats the fucking point! and he licked the envelope so shitty the flap was just open, anyone could have seen the white powder.

Although it's possible that the loss of your package was due to USPS theft, it certainly sin't the most parsimonious conclusion. Packages are frequently torn in the sorting machines, envelope glue is sometimes not properly affixed, any of a hundred possible accidental things can happen.
If your product wasn't in the envelope, you should contact the vendor and see what he offers. It doesn't sound as if he did anything wrong, so it's going to be up to him to decide if he will refund of reship.
If the product did arrive, but the envelope was torn, then you have nothing to concern yourself with. You could drop the vendor a note letting him know what happened, however, it doesn't sound like there is anything he could be doing differently.

USPS has been known to make off with packages in the past. That said... those cases are decently few and far between because the postal workers that do steal mail always get caught eventually, and they know it. What likely happened, if your product is indeed still in the package, is one of their automated sorting machines accidentally damaged it and it just went unnoticed before getting delivered to you (they'll usually tape it closed if they happen to notice the damage).
