There getting transferred from stolen accts so you better have a few middle man accounts and then a clean cash out PayPal. It's very hard to get right , I suggest researching a lot more or it will be a waste of money .

A lot of these services were scams; many still are. However, these guys are sending you dirty funds, which will be chargebacked quickly unless you really know what you're doing. PayPal also has really sensitive security, so your account has a good chance of being limited/locked once you actually get the transfer.

What the vendors are doing here is selling you dirty funds for clean BTC to their end. Easy way for them to get clean money, as they have no risk of chargebacks or frozen funds with BTC.

People sell paypal transfers because they can't figure out how to beat paypals anti-fraud systems to cash it out. If you think you can do that better than career fraudsters go ahead. Even on the highest rated vendors for them on Evolution there were still plenty of bad reviews about accounts being locked down minutes after receiving them.
