shipping security

after yesterdays post about the 3lbs getting seized in WA before it even left the UPS store, i had a particular question come to mind.

i understand that UPS/FedEx doesnt need a warrant to open boxes. But lets say, upon opening a package they were to find an airtight, and LOCKED Pelican case.

something like this(clearnet): http://www.pelican.com/cases_detail.php?Case=1500

most signs would indicate that this package was equipment of some sort, but would they be able to break the locks to further inspect the package? would it even be worth it for them to investigate past the locks? seems to me like if it were locked, it'd be illegal for them to go any further than just opening the cardboard box that contained the pelican case, correct?

How much do those weigh? A lot, no? Expensive to ship is the first thing that comes to mind.

Borh ups and FedEx have xray machines too, no?

I guess if it was locked and they didn't suspect anything inside it could work.

But shipping 3lbs at once is pretty dumb imo anyways.
