They did not comply with international money laundering rules. The government also alleges that money from some kind of fraud or hack(mt gox, maybe? I forget, look it up in the charging documents), was in wallets directly under vinnick's control. I think they have or will find evidence, just like with Mt. Gox, that the owners had contact with, or colluded in some ways with either fraudsters or dnm's.

When you investigate transactions on blockchain and add up a fuckton on coins all reverting to certain address(s) (ESPECIALLY from TOR), it's pretty fucking obvious that it is being used to launder money. (otherwise why the fuck would you be needing so much coin?)
